Continued December forecast delivery: Started hyper parameter tuning jobs for new product_id <-> gm_id pairs

This required manually submitting multiple Airflow jobs for the specific product_id <-> gm_id pairs, which in turn submit Vertex AI jobs for the hyper parameter tuning.
